Our thesis on what drives prosperity, and how that shapes what we do.
Export-led economic growth has been the most reliable engine of development and rising wellbeing the world has ever found. No country has reached high incomes without it — and none has sustained broad welfare without the growth to pay for it.
Again and again, a small group of capable, mission-driven people inside government has had an outsized impact on accelerating growth — from East Asia's economic boards to the reformers who remade Rwanda.
Our work centres on cultivating those groups and equipping them — pairing rigorous policy development with the management systems to execute, and standing beside them until new industries actually launch.
Why government. New export industries rarely emerge on their own. Someone has to clear the bottlenecks that block private investment, coordinate the agencies that each control one piece of the puzzle, and bring in anchor firms that prove a sector works. Government is the only actor that can play that role, so we work from inside it, alongside the officials with the mandate, and only where there's genuine demand.
But governments are stretched thin, and the urgent crowds out the long game. A small, focused team with a clear mandate, the right analysis, and the delivery systems changes what an agency can get done.
Why now. The moment is open. Technology and politics are reshaping the pathways countries can take to develop. And a wave of reform-minded leaders across Africa and beyond is ready to act.
The countries that move now, building the capacity to execute, will shape the economic opportunities that come next. We exist to help them seize it.
Illustrative — the outcome we work toward
A rigorous, repeatable methodology we run shoulder-to-shoulder with government — four steps, then around again in the next industry.
We start with a committed government leader who owns the mission. The team we build around them is drawn from the agency's own staff — the people who will still be there long after we're gone. We work alongside them, building lasting capability by solving real problems together — learning by doing — not by handing over a report.
We select high-potential export industries with real job-creation potential — grounded in evidence, not wishful thinking. We look for sectors where the country has a genuine edge and global demand is growing, then pressure-test them against what it would actually take to win.
We map what's holding investment back — policy, infrastructure, skills, coordination — and engage firms directly to learn what they truly need. Then we prioritize the specific constraints that matter, instead of a hundred-point reform plan no one can act on.
We develop an investment gameplan and execute it: proactively attracting private investment and removing the roadblocks that hold it back. The proof is anchor firms on the ground. Each win builds the team's capability and momentum, compounding from one sector to the next across the country — until the team can keep unlocking growth on its own.
The Export Boom Atlas maps 80+ cases where a country broke into a new global industry — from Vietnam to Morocco to Costa Rica. It's there to show what's possible, and to unpack what actually drove each boom: the anchor investors who moved first, the role government played, and the external forces that opened the door.
It's how we make sure ambition rests on evidence.
